Canada Caregivers Program Undated base on News release June 2024
Based on a news release on June 3, 2024, Canada has introduced new and enhanced caregiver pilot programs designed to support caregivers and Canadian families. These pilots build upon the previous Home Child Care and Home Support Worker programs, with significant improvements aimed at providing better support for caregivers and their families.
Key Features of the New Caregiver Pilot
- Permanent Residency on Arrival: Under the new pilot programs, eligible caregivers can obtain Permanent Residency (PR) upon arrival in Canada. This is a major shift from the previous requirement of gaining qualifying work experience before applying for PR,
- Work Flexibility: Caregivers will now have the flexibility to work for organizations that provide temporary or part-time care, including care for individuals who are semi-independent or recovering from illness or injury,
- Clear Pathway to Permanent Residency: The new pilots offer a straightforward pathway to PR, reducing barriers and making it easier for caregivers to find reliable employment and settle in Canada,
- Reduced Language knowledge requirements: Language Proficiency level reduced from CLB 5 to CLB 4,
- Reduced Educational Requirements: There is no need for post-secondary education.
Eligibility Criteria for the New Pilots
Candidates interested in applying for the new caregiver pilots must meet the following criteria:
- Secure a full-time job offer in home care from a qualified Canadian employer.
- Have good English knowledge, Canadian Language Benchmark four (CBL=4),
- Hold the equivalent of a Canadian high school diploma,
- Have relevant work experience in the caregiving field and be able to perform duties
- Be healthy and pass medical tests, and
- Have no criminal record.

How the Canada Caregivers Program Works
- Application Process: With a valid job offer, you can apply for the caregiver pilot programs. If you meet the eligibility criteria, you will receive Permanent Residency upon your arrival in Canada.
- Family Inclusion: The program allows you to include your spouse and dependent children (under 22 years old) in your PR application. Your spouse will receive a Temporary Open Work Permit, allowing them to work in any occupation in Canada. Your dependent children will receive permits to study or work.
- Work and Settlement: Upon arrival in Canada, you can begin working immediately in your caregiving role. The program’s flexibility allows you to work in various caregiving environments, enhancing your professional experience and contributing to the well-being of Canadian families.
What is Canadian Language Benchmark (CBL=5)
There are many English proficiency tests; one of the most popular English tests is International English Language Testing System (IELTS) General Training test. In order to obtain CBL four, you need to obtain equal or above the following scores the following marks from four streams of ILTES General test.
- Reading: 3.5
- Writing: 4.0
- Listening: 4.5
- Speaking: 4.0
What is Home Child Care (NOC: 4411)
Home Child Care providers care for children under the age of 18. They care for the well-being and physical and social development of children, assist parents with child care and may assist with household duties.
What is Home Support Worker (NOC: 4412)
Home support workers provide personal care and companionship for seniors, persons with disabilities and convalescent clients. Care is provided within the client's residence, in which the home support worker may also reside
